Zoe has been a Senior Associate since 2018, and works across public sector transformation. Zoe is committed to improving outcomes for children and families by driving meaningful change across children’s services.
Zoe is passionate about public sector transformation and in particular making services work better for children, especially those most impacted by inequality. Her work is grounded in a belief that every child deserves the same opportunities to thrive, no matter their background. With a strong values-led approach, Zoe strives to ensure that service improvements are not just well-designed but genuinely transformative. What gets Zoe out of bed each morning—besides the dog and three lively children—is a deep drive to create lasting impact and ensure that systems better serve those who rely on them most.
Zoe holds a PhD and a couple of postgraduate certificates in research methods, providing a strong foundation in evidence-based practice. Her expertise allows her to translate complex research into practical, meaningful change—ensuring that transformation in children’s social care is not only ambitious but effective.
Based in Manchester, Zoe balances professional drive with a busy family life. Outside of work, she enjoys the chaos and joy of parenting, Peak District walks, and exploring new countries
