
About Hei
Hei believes public services should work for everyone—especially communities from the Global Majority who often face the highest barriers. He is motivated by turning lived experience into practical change and by creating the conditions for people to shape the services that affect them. He focuses on using creative methods, storytelling and robust evidence to make complex change more human, inclusive and workable.
Before joining IU, Hei spent over a decade delivering cultural, educational and community programmes. He coordinated large public events, creative learning initiatives with schools and community partners, and heritage projects led by local participation. Originally from Hong Kong and now based in Greater Manchester, his practice spans user research, workshop design and facilitation, stakeholder engagement and insight synthesis, alongside reporting and visualising impact for different audiences. He supports place-based work that tackles inequalities and strengthens collaboration across sectors.
Outside of work, you’ll often find Hei playing the erhu (a traditional Chinese string instrument), travelling to watch birds, or cheering on his football team—sometimes all in the same weekend.
